Vi̽ Mulhō Kez (/vi̽/ /ˈmulhoː/ [stupid; dumb; dull] [diary]) is a temperate Town located in the Fövnëbës Moot of the Viceroyalty of Rosid.

The name Vi̽ Mulhō Kez is derived from the Wood Elvish language, as Vi̽ Mulhō Kez was founded by Chudvose Dhiaginra, who was culturaly Wood Elven.

Climate

Vi̽ Mulhō Kez has a yearly average temperature of 6°C (42°F), with its average temperature during the summer being an icy 26°C (78°F) and its average temperature during the winter being a warm -13°C (9°F). Vi̽ Mulhō Kez receives an average of 152 cm/y (59 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Overview

Vi̽ Mulhō Kez was founded durring the early 15th century in winter of the year 1406, by Chudvose Dhiaginra. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Chudvose Dhiaginra.

Vi̽ Mulhō Kez was built using the conventions of Wood Elven durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Vi̽ Mulhō Kez is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Vi̽ Mulhō Kez is is constructed arround a series of restrictive packed earth mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town posesses a fortified albit thin wall of querried stone. This wall posesses most of the features of a castle wall, though it is constructed from cheeper inferior stone. It would pose a minor chalange for an attacking army, though it's clear the wall's true purpose is to crush the hopes of bandits and marauders. Unfortuantly, these failry decent fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

A look around Vi̽ Mulhō Kez gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. This all rests atop the unmistakable impression the town is one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which Vi̽ Mulhō Kez brings to mind.

Civic Infrastructure

Vi̽ Mulhō Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Vi̽ Mulhō Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Vi̽ Mulhō Kez's parks.

Vi̽ Mulhō Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Vi̽ Mulhō Kez's natural decorations nor waterways.

Vi̽ Mulhō Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Vi̽ Mulhō Kez's chapel was built using a different architectural style from the rest of the town. The style used has a sleek, linear appearance with stylized, often geometric ornamentation. The primary facade of its buildings often featured a series of set backs that create a stepped outline. Low-relief decorative panels can be found at entrances, around windows, along roof edges or as string courses. It was best known for its use of smooth finish building materials such as stucco, concrete block, glazed brick or mosaic tile. Decorative details can incorporate various artistic or exotic motifs to suit the building's function or the architect's whim. Chevrons, zigzags, and other geometrical motifs are common forms of ornament.
